Indian citizens do need a visa to visit Mexico. They can submit applications for their visas to the Mexican embassy in India. They will need to specify whether they want a tourist visa, a business visa, or another kind of visa and submit the appropriate paperwork.

Travelers from visa-exempt countries who are visiting Cancun for basic business or tourist purposes do not need a visa to make that trip. 

All other travelers to Cancun will need to make sure they have a visa appropriate to their country of origin and purpose for visiting before they arrive in Mexico. They can get these at a Mexican consulate or embassy near their home.
